What are the Benefits of the Metallic Levels?

Therefore, health insurance plans have been separated into metallic levels (bronze, silver, gold and platinum) to indicate the level of coverage and insurance benefits in each plan.

BRONZE: Medical costs are covered at approximately 60%. Ideal for people who want lower monthly premiums and don’t expect to need a lot of medical services.

SILVER: Medical costs are covered at approximately 70%. Ideal for those who want to keep their monthly premiums and out-of-pocket medical costs more balanced.

GOLD: Medical costs are covered at approximately 80%. If you receive medical services regularly, and you’re okay with paying a higher monthly premium to have more of your health care costs covered, this level of plan is one to consider.

PLATINUM: Medical costs are covered at approximately 90%. If you receive medical services frequently, and  you’re willing to pay more each month for the lowest health care costs, consider this plan level.

All health insurance plans must fall within these metallic levels in 2014, except for the catastrophic plans for people under 30 or that meet certain hardship requirements. Blue Cross Blue Shield of NC catastrophic plans, however, do meet bronze level requirements.

All plans have an out-of-pocket (OOP) limit of $6,350.1 This includes costs such as prescription drugs, copayments, etc. Your OOP limit does not include premiums or costs not covered by BCBSNC. Family plans have a higher OOP limit of $12,700. (You may, however, have a plan with a lower OOP limit.)

Do you Qualify for a Special Enrollment Period?

Open enrollment for health insurance has ended; however you may still Questions and Answers signpostqualify for a special enrollment period due to a qualifying event.  Some examples of these qualifying events include:

  1. Marriage, having a baby, adopting a child or placing a child for adoption or foster care, moving outside your insurer’s coverage area, gaining citizenship, leaving incarceration.
  2. Gaining status as member of an Indian tribe. Members of federally recognized Indian tribes can sign up for or change plans once per month throughout the year.
  3. For people already enrolled in Marketplace coverage: Having a change in income or household status that affects eligibility for premium tax credits or cost-sharing reductions
  4.  Losing other health coverage—due to losing job-based coverage, divorce, the end of an individual policy plan year in 2014, COBRA expiration, aging off a parent’s plan, losing eligibility for Medicaid or CHIP, and similar circumstances. Important: Voluntarily ending coverage doesn’t qualify you for a special enrollment period. Neither does losing coverage that doesn’t qualify as minimum essential coverage.

Affordable Care Act – Tax Penalties

  • 2014: a minimum of $95 per year or up to 1% of annual individual income (whichever is greater)

You can enroll in a plan from 10/1/2013 to 3/31/2014.  Unless special circumstances apply, you will not have the opportunity to enroll again until until 2014 Open Enrollment  for coverage that starts 1/1/2015. That means you cannot wait for a medical need to enroll.

Affordable Care Act & Essential Health Benefits

Today, health insurance covers a wide range of benefits but exactly what is included can vary based on where someone lives and the policy they purchase. Beginning January 2014, the Affordable Care Act (ACA) will create a more uniform standard, requiring that all health insurance coverage for individuals and small groups includes certain treatments and procedures deemed “essential health benefits.” Large groups are not required to comply with the essential health benefits requirements. The underlying idea is that the “essential benefits package” be equal to the coverage offered under a “typical employer plan.” Ten general categories were identified as essential health benefits:

• Ambulatory patient services;

• Emergency services;

• Hospitalization;

• Maternity and newborn care;

• Rehabilitative and habilitative services and devices;

• Laboratory services;

•  Mental health and substance use disorder services, including behavioral health treatment;

• Prescription drugs;

• Preventive and wellness and chronic disease management; and

• Pediatric services, including oral and vision care.

Who Is Eligible for BCBSNC Individual Health Insurance?

To be eligible for Blue Cross Blue Shield of North Carolina Health Insurance coverage, you must be a North Carolina resident under 65 years of age, not be covered by another health insurance policy, not be enrolled in Medicare, and qualify medically. Applicants must be able to provide one of the following as proof of residency: voter registration in NC, NC driver’s license, or current NC tax return. In addition, applicants are required to submit a Social Security Number.

Multiple Coverage

You may be covered under only one health program offered by BCBSNC, except with special permission. In that case, the total benefits paid will not be more than the allowed amount.

BCBSNC High Deductible Health Plan (HSA & Blue Saver) Customers to see Zero Percent Base Rate Increase

In a press release today issued by Blue Cross Blue Shield of North Carolina,  a rate request was filed with the North Carolina Department of Insurance (DOI) for a rate increase of ZERO PERCENT for Blue Options HSA and Blue Saver. The requested rate increase for Blue Advantage is 6.35 percent.  According to the press release  Blue Advantage and Blue Options HSA currently serve more than 347,000 customers under the age of 65. 

The ZERO PERCENT base rate increase for the Blue Options HSA and Blue Saver products underscores that when customers have a greater financial stake in the decisions they make, they become more savvy health care consumers. The growth they are seeing in these products shows that consumers are comfortable taking a more active role in managing their health care expenses. (more…)
