You May Still Be Able to Enroll – Marketplace Grants Extension

last chance or opportunity time on clock is ticking away now orThe Health Insurance Marketplace has announced that despite the fact Open Enrollment ended at midnight, February 15th, you may still be able to obtain health insurance for 2015.  The Insurance Marketplace is granting this extension for anyone who missed the deadline due to either technical issues or unusual call volume that made it impossible for you to complete your application by the deadline.  A Special Enrollment Period has been set for February 16-February 22 by the federal government for all those who may have had trouble on the government website or experienced an extensive Call Center wait on February 13, 14 or 15.

This Special Enrollment Period may apply to you:

1.  if you tried to enroll in health coverage by the deadline, but did not complete the enrollment process because of unusual wait times at the Call Center or…

2.  if you tried to enroll, but were unable to complete enrollment due to a technical issue, such as being unable to submit your application because verification sources were down.

If either of these apply to you, you may still be able to get coverage.  To finish your enrollment, you must attest to the truth of one of the above statements with the federal Marketplace and this opportunity will only be available until February 22. 2015.  In order to determine if you eligible for this Special Enrollment Period, you should contact the Marketplace directly.  If you do determine you are still eligible to enroll, we would be happy to help you pick your Blue Cross Blue Shield of NC health plan and guide you through the steps to complete the enrollment process.

Please note that this Special Enrollment Period is intended to help consumers enroll for 2015 health insurance for the first time.  It is not applicable for customers who are already enrolled in a plan through the Marketplace and simply want to switch to a different plan now.  Changes to your health insurance policy are now subject to the rules of Special Enrollment including Qualifying Life Events.

Only 10 Days Left – Open Enrollment Ends February 15th

Closing Soon ClockWith the holidays behind us and tax season looming, you may not realize that Open Enrollment is rapidly coming to a close, but it most certainly is.  In fact, there are only 10 days left to finish your application for a Blue Cross Blue Shield of North Carolina health plan and the application must be completed by midnight, February 15th.  If you do not complete an application by the official end of Open Enrollment, you will not be able to purchase health insurance unless you have a Qualifying Life Event until Open Enrollment once again commences later this year.

If you are one of the many Americans trying to obtain a health plan for 2015 before the deadline, there are a few things to keep in mind.  First of all, under the guidelines of the Affordable Care Act you are now required by law to carry health insurance or incur a tax penalty.  The tax penalty is increasing in 2015: a minimum of $325 per year per person or up to 2% of annual individual income (whichever is greater).  To avoid paying this tax penalty, you cannot go uninsured for more than three months in the calendar year.

Also, if you are applying for a federal subsidy to help reduce the cost of your health insurance premium, you must complete a subsidy application before choosing your health plan.  As February 15th approaches, both the Marketplace website and phone lines will be busier and busier.   The sooner you complete your application, the easier it will be.  Keep in mind that not all plans offered through the federal Marketplace are equal.  A Blue Cross Blue Shield of North Carolina subsidized health plan offers the broadest network of providers in the state of North Carolina and because it is not an HMO, you will still have coverage even if you happen to go out of network.

If you complete your application for a subsidized health plan by February 15th, your coverage will begin March 1st and that is the soonest effective date available to you at this point.  However, if you are applying for an unsubsidized health plan, you can still receive an effective date of February 15th if you complete your application by midnight, February 8th.  Either way, all applications for health insurance must be completed by the end of Open Enrollment or be subject to the rules of Special Enrollment involving Qualifying Life Events.

ACA Special Enrollment Period

bigstock--Free-Quote-blue-button-32217869The annual enrollment period is closed for 2014.   But, you can still get a quote and apply if you have a Qualifying Life Event so you can enroll during our Special Enrollment Period.  Otherwise, you will not have the opportunity to apply until our Open Enrollment which starts 11/15/2014 for a 1/1/2015 effective date.  When completing the Blue Cross Blue Shield of North Carolina application, you will have the option to select which Qualifying Life Event may be applicable to you.  If you have extraordinary circumstances, you should talk with the Marketplace to determine if you can enroll without one of the Qualifying Life Events outlined below.  Please call our office 888-765-5400 to talk with one of our qualified representatives who can help guide you through the process of applying and assist you in determining if you could be subsidy eligible.

Special circumstances for enrolling outside of the open enrollment period include:

•Loss of minimum coverage (employer coverage, government plans, etc.)

•Enrollment/non-enrollment errors by the federal Marketplace or the US Department of Health and Human Services

•Qualified health plan violates the material provision of its contract with the individual

•Newly eligible for a subsidy or a change in the amount of subsidy you are eligible for

•Moving to a new state

•American Indian/Alaska Native status (may change once a month)

•Other exceptional circumstances

What Constitutes a Qualifying Life Event?

bigstockphoto___155599Negotiating new terminology is one of the toughest parts to understanding all the recent changes in health care policies and procedures.  Terms like “open enrollment,” government subsidies,” and “qualifying life event (QLE)” can be confusing even to the most thorough students of health insurance and the Affordable Care Act.  When applying for health coverage, however, understanding these terms and how they can affect your health care options is an absolute imperative.

Under the Affordable Care Act, there are two different periods in which an individual may apply for health insurance.  The first is referred to as Open Enrollment and during this time any person may apply for health coverage.  During Special Enrollment, however, there are more restrictions and a person is required to have what is referred to as a Qualifying Life Event (QLE) in order to acquire health insurance.  If you do not have one of these Qualifying Life Events, you may not purchase health insurance during Special Enrollment and must wait until the Open Enrollment Period.  This is not a Blue Cross Blue Shield of North Carolina policy, but rather a policy of the federal government under the Affordable Care Act with which BCBSNC must comply.

Basically, a Qualifying Life Event is a specific circumstance that has altered your life—and there are strict guidelines to determine exactly what qualifies.  For example, a recent  marriage, divorce or birth of a child are all events that would make you eligible to enroll in health coverage during a Special Enrollment period, so long as you enroll within 60 days of that life altering event.  Losing previously held health insurance involuntarily is another example of a Qualifying Life Event, as is changing your permanent place of residence. If your income increases so that you are no longer eligible for Medicaid, you are also able to enroll in new coverage during a Special Enrollment Period.  Because the list of Qualifying Life Events is so varied, however, it is worth investigating whether you qualify to enroll during a Special Enrollment period.

Although the terminology can be confusing, it is important for you to understand what constitutes a Qualifying Life Event because it can have a huge impact on your ability to purchase health insurance.  In addition, the effective date of your coverage will depend on your QLE and the date of your application.

Ok, you have shopped around the Marketplace and looked over the BLUE CROSS BLUE SHIELD OF NORTH CAROLINA plans. Or maybe you have been waiting for the smoke to clear before logging on to healthcare.gov to shop for your health insurance coverage. But, now the clock is ticking, and important ACA deadlines are looming. You need to purchase your new health insurance policy before the Open Enrollment period ends on March 31, 2014, if you plan to purchase through the exchange, or face a penalty. During the Open Enrollment period, you can buy qualified private health insurance through the government Marketplace. After the Open Enrollment period, you can only sign up for Medicaid and the Children’s Health Insurance Program (CHIPS) through healthcare.gov. Unless, you qualify under Special Enrollment Period that require a change in your health insurance.  Some of these include getting married, moving, getting a new job that pays more, or losing your health insurance.

SO without qualifying for a Special Enrollment, the planned ACA deadlines for 2015 enrollment are much shorter than this year’s: November 15, 2014 through January 15, 2015. Buying health insurance after that date will be restricted to special circumstances unless you get coverage through your employer.

Affordable Care Act – Tax Penalties

  • 2014: a minimum of $95 per year or up to 1% of annual individual income (whichever is greater)
  • 2015: a minimum of $325 per year or up to 2% of annual individual income (whichever is greater)

You can enroll in a plan from 10/1/2013 to 3/31/2014.  Unless special circumstances apply, you will not have the opportunity to enroll again until until 2014 Open Enrollment  for coverage that starts 1/1/2015. That means you cannot wait for a medical need to enroll.
