Dates to Keep In Mind – Annual Enrollment 2015

bigstockphoto_eye_glasses_and_pen_on_calenda_3977626Annual Enrollment 2015 is rapidly approaching and Blue Cross Blue Shield of North Carolina has you covered.  Every Blue Cross Blue Shield of NC member is a valued customer and as Open Enrollment gets underway there are some things you may need to know.  First of all, if you are happy with the BCBSNC health plan you currently have, you can keep it for another year.  Your plan will automatically renew.  Keep in mind, however, that you may still have a little work to do with regards to the renewal process, depending on the type of plan in which you are currently enrolled.  In order to make this easier for you, BCBSNC has created Blue Map, a tool developed especially for members who purchase individual plans.

If you are not yet a Blue Cross Blue Shield member, but are interested in purchasing a health insurance plan, Annual Enrollment is the time to do it.  The Annual Enrollment Period (AEP) is the once-a-year window when you are able to renew, update, change, or enroll in an Affordable Care Act (ACA) plan.  If you do not do so, keep in mind that you cannot make changes or enroll a new plan once AEP ends unless you have a Qualifying Life Event that makes you eligible for the Special Enrollment Period.  The Annual Enrollment Period ends on February 15th, 2015.

Here are some important dates to keep in mind:

  • Late Oct.-Early Nov:
  • All BCBSNC members will receive information about your 2015 rate and any other changes to your benefits.
  • Nov. 15, 2014:
  • The Annual Enrollment Period begins.  This is time to make limited changes to your current plan, change to a new plan, or enroll in a BCBSNC health plan for the first time.
  • Dec. 15, 2014:
  • This is the deadline to make changes to your plan or enroll in a new plan in order for coverage to begin on January 1, 2015.
  • Jan. 1, 2015:
  • Coverage and new rates for your 2015 plan begins (provided you met the deadline of Dec. 15).
  • Feb. 15, 2015:
  • This is the last day you can make changes to your plan before the end of the Annual Enrollment Period.

OPEN ENROLL STARTS TODAY – NOVEMBER 15TH

DeadlineIf you did not get health coverage previously under the Affordable Care Act, you can enroll in a plan for next year starting Nov. 15. And if you are already covered, you can change or renew your plan for next year. If you don’t sign up by Feb. 15, 2015, you will be without coverage until January 2016 unless you have a qualifying life event .

There are at least three key components to choosing an ACA plan that is right for you and your family: Benefits, premiums and the network of doctors and hospitals.

Benefits:

All ACA plans are required to cover “essential health benefits” as described in the law. And all individual plans must cover preventive health benefits entirely.

Beyond these requirements, consumers have choices when it comes to how much they pay out-of-pocket for covered services. Plans are broken into four categories — bronze, silver, gold and platinum. As these names suggest, bronze plans have the highest deductibles and co-payments, platinum the lowest.

When shopping for a plan, look for the “Summary of Benefits and Coverage” which describes what the plan covers. Also be sure to review each plan’s prescription drug formulary to see what drugs are covered. Or call the plans you’re considering and ask about any specific services you think you might use in the coming year.

Premiums

Health plans across the nation have been preparing customers for changes in rates from current plans for the new ACA enrollment period.  Generally speaking, the higher your out-of-pocket costs, the lower your premiums are. Federal subsidies help consumers pay for coverage through the ACA. If your household income is between 100% and 400% of the federal poverty level, you do not have coverage through an employer, and you meet certain other requirements, you will be eligible for a federal subsidy to purchase a plan through the exchange.

Networks

Another important consideration for consumers is whether their current physicians and hospitals are in-network. Going outside the plan’s network typically results in higher charges — sometimes significantly higher. And some plans don not cover services provided outside their networks.

If you have had coverage before, or have a current plan, do not automatically assume your doctors will still be in-network for a new or renewed plan. It is best to check each time you go through an open enrollment period. All ACA plans are required to tell consumers which providers are in the plan’s networks. Ready or Not, Here it Comes – Open Enrollment 2015

Open Enrollment begins November 15th and runs through February 15th, so if you are currently uninsured, you will be able to apply and obtain coverage very shortly.  Although Open Enrollment will not begin until mid-November, you can begin getting prepared even now.  In fact, there are a number of questions you can ask yourself, as well as some important pieces of information you can gather so that you are as ready as BCBSNC to successfully navigate Open Enrollment 2015.

As you are considering applying for health insurance, there are a few important things to consider:

  • Are you looking for a policy for yourself or are you including family members on your policy?
  • Do you think you will qualify for a government subsidy? (Subsidies are based on your Modified Adjusted Gross Income and the number of people in your household)
  • What kind of Blue Cross Blue Shield of NC health plan are you looking for?  Do you prefer a high deductible plan or something with co-payments?
  • How important is the size of the network when it comes to health providers in your area?

Also, remember that if you are applying for a government subsidy, in order to secure an effective date of January 1st, you must complete your application by December 15th.

Special Enrollment Period Qualifications Set by ACA

Overview
The Affordable Care Act (ACA) changes the very foundation of the way health insurance is purchased with the introduction of public health insurance Exchanges, a standardization of health insurance plans, and the creation of new financial assistance programs call subsidies. Each American may have a different experience with many of the reforms depending on factors such as their income, health status, and how they currently obtain their insurance. One group that received special attention under the ACA are American Indians and Alaska Natives (AN/AIs). Of particular note to health insurance issuers is the fact that these groups will have unique rules regarding subsidies and enrollment.
Subsidies

Two types of subsidies exist under the ACA: premium tax credits and cost-sharing reductions. Only available through the public Exchanges, the premium tax credits reduce the cost of the premium to individuals and families while the cost-sharing reductions reduce the out-of-pocket costs once a member has enrolled. For AI/ANs, the premium tax credits are applied just like anyone else who qualifies on the Exchange. However, the cost-sharing reductions have been modified for AI/ANs. How Will My Premiums be Affected?

Let’s get to the question on everyone’s minds: What does this mean for me?  The people most affected financially by Obama Care are those who purchase individual policies or get their insurance through a small-business employer.  Of those affected, some customers will pay less than they do now, but many will pay more. Federal subsidies will offset the rates for some people – but many will be eligible for only a partial subsidy.  Here’s how health insurance premiums will be impacted for different people choosing a mid level plan.

But how will Blue Cross and BlueShield of North Carolina’s individual and small business customers be affected specifically?

Because of the impacts of the Affordable Care Act, about half of our customers will see their premiums increase by 50 percent or more before federal subsidies. We expect about half of our customers will qualify for subsidies, which will help off set their costs – though the amount of those subsidies can vary greatly. Of course, subsidies don’t actually reduce the cost of coverage. They simply shift it to someone else. The federal government pays for the subsidies and the cost share shifted to taxpayers.

How do Advanced Premium Tax Credits Work?

There are two types of federal subsidies to help reduce health care costs in 2014.They are Advanced Premium Tax Credits and Cost-Sharing Reductions.

+ Advanced Premium Tax Credits lower your monthly premium.

+ Cost-Sharing Reductions help lower out-of-pocket expenses including deductibles, co-pays and coinsurance at the place of service, like doctor and hospital visits. Subsidies are only available on new 2014 plans for those who qualify. Subsidies cannot be applied to Grandfathered Plans, but it may be worth it to switch.

+ Advanced Premium Tax Credits are only available to individuals who are ineligible for public coverage and are unable to get qualified health insurance through an employer.

+ Advanced Premium Tax Credits are determined by income and family size in relation to established Federal Poverty Levels (FPL). Many Americans will qualify for Advanced Premium Tax Credits, including the middle class. Those that qualify must have a household income between 100% and 400% of FPL for their family size.

Changes to NC’s Small Employer Group Health Coverage Reform Act Related

Federal and NC Definitions Now Aligned

Recently, the North Carolina (NC) legislature passed House Bill 649, which made changes to NC’s Small Employer Group Health Coverage Reform Act in order to align federal and NC definitions related to small employer group health plans – specifically, those definitions included as part of the Affordable Care Act.

Important changes affecting BCBSNC employer groups beginning January 1, 2014 include:

Sole Proprietorship Change

Self-employed individuals (or sole proprietors) with no common-law employees are no longer eligible for non-grandfathered small employer health plan coverage; conversely, a sole proprietor is eligible for group coverage if there is at least one common law employee (e.g., non-family member, etc.) employed.
